The Magna Carta of Women (Republic Act No. 9710) defines Gender and Development Program (GAD) as the development perspective and process that is participatory and empowering, equitable, sustainable, free from violence, respectful of human rights, supportive of self-determination and actualization of human potentials. It seeks to achieve gender equality as a fundamental value that should be reflected in development choices and contends that women are active agents of development, not just passive recipients of development.

GAD focuses on Gender Mainstreaming or a strategy for:

  • Making women’s as well as men’s concerns and experiences an integral dimension of the design, implementation, monitoring, and evaluation of policies, programs and projects in all social, political, civil, and economic spheres so that women and men benefit equally.
  • Assessing the implications for women and men of any planned action, including legislation, policies or programs in all areas and at all levels.

RECONSTITUTION OF THE DEPARTMENT OF TOURISM GENDER AND DEVELOPMENT FOCAL POINT SYSTEM (DOT-GFPS)

Section 1. Functions of DOT-GFPS. The DOT-GFPS shall:

  • Lead in mainstreaming gender perspective in agency/department policies, plans and programs. In the process, they shall ensure the assessment of the gender-responsiveness of systems, structures, policies, programs, processes, and procedures of the agency based on the priority needs and concerns of constituencies and employees, and the formulation of recommendations including their implementation;
  • Assist in the formulation of new policies in advancing women’s status;
  • Lead in setting up appropriate systems and mechanisms to ensure the generation, processing, review and updating of sex-disaggregated data or GAD database to serve as basis in performance-based gender responsive planning;
  • Coordinate efforts of different divisions, offices, units of the agency and advocate for the integration of GAD perspectives in all their systems and processes;
  • Spearhead the preparation of the agency annual performance-based GAD Plans, Programs and Budget in response to gender issues of their constituencies and clients and in the context of their agency mandate, and consolidate the same following the format and procedure prescribed by the PCW, DBM and NEDA in the Joint Circular 2011-1. The GFPS shall likewise be responsible for submitting the consolidated GAD Plans and Budgets of the department/agency, and as needed, in responding to PCW’s comments or requests for additional information;
  • Lead in monitoring the effective implementation of GAD-related policies and the annual GAD Plans, Programs and Budget;
  • Lead the preparation and consolidation of the annual agency GAD Accomplishment Report and other GAD Reports that maybe required under the MCW;
  • Strengthen the external link with other agencies or organizations working on women’s rights and gender and development to harmonize and synchronize GAD efforts at various levels of governance;
  • Promote and actively pursue the participation of women and gender advocates, other civil society groups and private organizations in the various stages of the development planning cycle, giving special attention to the marginalized sectors; and
  • Ensure that all personnel of the agency including the finance officers (e.g. accountant, budget officer, auditors) are capacitated on GAD. Along this line, the GFPS will recommend and plan an appropriate capacity development program on gender and development for its employees as part of and implemented under its regular administrative service program.

 

Section 2: Functions of DOT-GFPS. Chairperson or Head of Agency.

  • Issue policies or other directives that support GAD mainstreaming in the policies, plans, programs, projects and activities, budget, systems, and procedures of the agency including the creation, strengthening, modification, or reconstitution of the GFPS; and
  • Approve the GAD Plan, Program and Budget of the agency as duly endorsed by the Executive Committee, with the assistance of the Technical Working Group, and ensure its implementation.

 

Section 4: Functions of DOT-GFPS Executive Committee (ExeCom).

  • Provide direction and give policy advice to the DOT Secretary to support and strengthen the GFPS and agency’s GAD mainstreaming activities;
  • Direct the identification of GAD strategies, programs, activities, and projects based on the results of the gender audit, gender analysis, and according to the identified priorities of the DOT in response to the gender issues faced by its clients and employees;
  • Ensure the timely submission of the DOT’s GAD Plan and Budget (GPB) Accomplishment Report (AR), and other GAD-related reports to the PCW and Department of Budget and Management (DBM);
  • Ensure the effective and efficient implementation of the DOT’s GAD programs, activities, and projects, and the reasonable utilization of the DOT’s GAD budget;
  • Build and strengthen the partnership among the DOT, PCW, GAD experts, advocates, women’s groups, and other stakeholders in pursuit of DOT’s gender mainstreaming;
  • Recommend approval of DOT’s GAD Plan and Budget (GPB) and GAD Accomplishment Reports (ARs); and
  • Recommend awards or recognition for outstanding institutional GAD programs, activities, and projects, as well as for exceptional GAD Focal Point members.

 

  • Section 6. Functions of the DOT-GFPS Technical Working Group.
  • Facilitate the implementation of the gender mainstreaming efforts of the agency through the GAD planning and budgeting process;
  • Formulate the agency’s GAD Plans, Programs and Budget in response to the gender gaps and issues faced by their clients and constituencies, women and men employees, following the conduct of a gender audit, gender analysis, and/or review of sex-disaggregated data;
  • Assist in the capacity development of and provide technical assistance to the agency, and as needed, to officers in the other offices or units. In this regard, the TWG shall work with the administrative service on the development and implementation of an appropriate capacity development program on gender equality and women’s empowerment for its employees, and as requested or deemed necessary, for other offices under the Department or Agency, as the case may be;
  • Coordinate with the various units of the agency including its regional and attached agencies and ensure their meaningful participation in GAD strategic and annual planning exercises. The TWG of the GFPS of the central agency shall coordinate with the GFPS of its regional offices, especially on the preparation, consolidation, and submission of GAD Plans and Budgets;
  • Lead the conduct of advocacy activities and the development of information, education, and communication (IEC) materials to ensure critical support of agency officials, staff, and relevant stakeholders to the activities of the GAD Focal Point System and GAD mainstreaming activities;
  • Monitor the implementation of GAD-related programs, activities, and projects in their respective offices and suggest corrective measures to improve the implementation of GAD PAPs and GFPS activities;
  • Provide regular updates and recommendations to the head of agency or ExeCom on the activities of the GFPS and the progress of agency GAD mainstreaming activities based on the feedback and reports of the various units of the agency; and
  • Coordinate with the Department’s attached agencies for other GAD-related concerns and activities for possible replication or convergence.

 

Section 7: Functions of DOT-GFPS Secretariat.

  • Facilitate the formulation of agency GAD Plans, Programs and Budget in response to the gender gaps and issues faced by their clients and constituencies, women and men employees, following the conduct of a gender audit, gender analysis, and/or review of sex-disaggregated data;
  • Provide support and recommendation in the capacity development of and provide technical assistance to the agency, and as needed, to officers in the other offices or units. With the guidance of the GFPS TWG, the GFPS Secretariat shall also work with the administrative services on the development and implementation of an appropriate capacity development program on gender equality and women’s empowerment for its employees, and as requested or deemed necessary, for other offices under the Department or Agency, as the case may be;
  • Assist in the coordination with the various units of the agency including its regional and attached agencies and ensure their meaningful participation in GAD strategic and annual planning exercises;
  • Assist in the conduct of advocacy activities and the development of IEC materials to ensure critical support of agency officials, staff, and relevant stakeholders to the activities of the GAD Focal Point System and GAD mainstreaming activities;
  • Assist in the monitoring of the implementation of GAD-related programs, activities, and projects in their respective offices and suggest corrective measures to improve the implementation of GAD PAPs and GFPS activities;
  • Lead and coordinate in the monitoring of the TourISM WoRCS Program of the Department and report to the TWG the updates for the said program; and
  • Prepare and consolidate agency GAD accomplishment reports.

 

Section 8: Regional Office GFPS.

  • The DOT Regional Offices shall establish a GAD Focal Point System in their respective offices with the same functions. The regional office will assign a GAD Focal Person and alternate GAD Focal Person who will assist the DOT-GFPS Secretariat and TWG.
  • The Regional Office GFPS is hereby authorized to call on any Division/Section/Unit or people within the DOT Regional Office to assist in gender mainstreaming and other activities of the DOT-GFPS. It shall also be provided with budgetary support to ensure the attainment of its objectives and functions.

18 day campaign to end violence against women and children (november 25 - december 12, 2024)
The Department of Tourism (DOT) renewed its commitment in protecting the rights of women and children as it joined the nation in the 18-day campaign to end violence against women (VAW).

As part of the campaign’s launch on November 25, 2024, the DOT introduced the “DOT Men Opposed to Violence Everywhere (MOVE) Pledge of Commitment,” where male employees of the Department signed a manifesto to affirm their dedication to eliminating all forms of violence and discrimination against women and children.

Undersecretary Tamano emphasized the DOT’s consistent efforts to ensure the safety and well-being of women and children in the tourism sector.

The ceremony was also attended by Undersecretary Maria Rica Bueno and Directors Lyle Fernandez Uy and Reynaldo Rosas.

DOT GFPS TECHNICAL WORKING GROUP (twg) MEETING (OCTOBER 10, 2024)
The DOT Gender and Development Focal Point System Technical Working Group (GFPS-TWG) met on October 10, 2024 (Thursday) to discuss the 1) proposed DOT GAD Agenda, 2) initial FY 2025 DOT GAD Plans and Budget, and 3) proposed activities for the upcoming 18-day campaign to end Violence Against Women and Children (VAWC).

The DOT GFPS TWG is composed of key officials from DOT offices per Department Order No. 2024-0116 dated October 1, 2024.

Pacific Asia Travel Association (PATA) International Conference on Women in Travel at Bohol (March 21, 2024)
The Department of Tourism, in coordination with the Pacific Asia Travel Association (PATA), hosted the PATA International Conference on Women to promote women's leadership development, foster entrepreneurship, and advance sustainable practices with women as agents of change.

Furthermore, the conference viewed the challenges and opportunities that were faced by women in the travel industry, addressed the gender disparities, and celebrated women's achievements. It also highlighted and emphasized the importance and need for gender equality, empowerment, inclusivity, and career growth for all women through engaging discussions with influential panelists and speakers. The topics were “Breaking Barriers: Women's Empowerment in the Travel Industry,” “Gender Equality and Development,” “Women Behind the Scenes,” “Tourism Startups and Entrepreneurship,” “Leading the Way: Inspirational Women in Travel,” and “Sustainable Travel: Women as Agents of Change.”

National Women’s Month Celebration in Makati City (March 11, 2024)
The Department of Tourism Central Office celebrated the National Women’s Month for CY 2024 with the theme: “Lipunang Patas sa Bagong Pilipinas: Kakayahan ng Kababaihan, Patutunayan.”

During her speech, Tourism Secretary Christina Garcia-Frasco recognized the huge impact of women in the tourism sector, noting that over 50% of the department’s employees are women.

The audience were treated to a delightful dance performance by kids from the DOT Child Minding Center, a facility that was launched in March 2023. The awarding of the winners of the photo contest concluded the activity.

Lastly, National Women’s Month had a series of engaging activities (i.e., quiz bee contest), a support program for Women-based Community-Based Tourism Organizations (CBTOs), gender sensitivity training, and GAD orientation and seminars, among others.

DOT-GFPS conducted the First Quarter Meeting in Makati City (February 29, 2024)
Atty. Annavie E. Bacomo-Lapitan, Head of DOT-GFPS TWG and Director, Office of the Special Concerns, presented and discussed the DOT-GFPS agendas, to wit: 1) GAD Agenda and Strategic Framework, 2) GAD TourISM WoRCS Manual, 3) 2024 GAD Focal Point System Calendar of Activities, and 4) GAD Focal Point System Accomplishments of FY 2023.

The agendas aim to (1) promote equal opportunities for men and women for employment, income generation, and access to training in the tourism sector; (2) establish gender-sensitive and responsive tourism products and infrastructure support that offer safe and meaningful experience; and (3) build strong institutional capacities that proactively respond to gender issues.

GAD Year-End Assessment and Assembly at San Juan and Ibaan, Batangas (January 22-26, 2024)
The GAD Year-End Assessment and Assembly provided a platform for extensive discussion and assessment of implemented projects, along with a comprehensive evaluation of Gender and Development (GAD) activities. The primary objective of the assembly was to evaluate the implementation of gender mainstreaming within the Department’s Program, Activities, and Projects (PAPs) and to empower women in local communities, fostering growth and sustainability. The assembly marked a significant milestone in fostering inclusivity and diversity within the department, setting the stage for continued progress in the years to come.

DOT VAW-FREE (NOVEMBER 25, 2023)
The Department of Tourism stands with women all over the world in the fight for Violence Against Women (VAW).

The Department engaged in an 18-day campaign which started on November 25, 2023 with series of programs and activities that elevated the issues faced by women particularly in the tourism sector.

With a fresh perspective, DOT reintroduced the TourISM WoRCS Program (Tourism Integrates, Supports, and Minds Women’s Rights and Child Safety). Under this program, a GAD TourISM WoRCS officer is assigned in each regional office to institutionalize the support mechanism of the Department for women victims of Gender-Based Violence and child abuse.

1st Tourism Pride Summit (SEPTEMBER 28, 2023)
The Department of Tourism held the 1st Tourism Pride Summit on September 28, 2023 at Makati Shangri-La Hotel in line with the inclusive development thrust of the Marcos administration.

The Summit brought together key figures from the government, the academe, the tourism sector, and the LGBTQIA+ community. The agenda included panel discussions aimed at promoting an inclusive and progressive tourism industry. Topics covered include strategies for expanding opportunities through benchmarking the best practices of tourism pride initiatives in other countries.

Establishment of Child-Minding Center and GAD Corner; Hiring of Teacher and Teacher Aide (March 16, 2023)
During the celebration of National Women’s Month in March, Secretary Christina Garcia-Frasco led the launching of the Day Care and Child-Minding Center at the DOT Central Office on March 16, 2023.

The Day Care and Child-Minding Center is a safe space where DOT employees can safely entrust their children, free of charge, while they are at work. It provides substitute parenting and protection from all forms of neglect and abuse while the parents are at work. Furthermore, this will contribute to the physical and health development of their children.

On the same day, Secretary Frasco also led the unveiling of the Gender and Development (GAD) Corner which serves as an Information Dissemination Portal showcasing accomplishments of DOT GFPS related to Gender and Development (GAD) programs, activities and projects in the Central Office. It contains information on DOT GFPS members (GAD Leads), DOT GAD Activities (GAD Matters - Internal), Laws, Mandates (GAD Informs - External), and Health, Wellness, Security and Assistance Information (GAD Cares).

The establishment of the Child-Minding Center and GAD Corner emphasized the Secretary’s advocacy to protect and promote the rights and welfare of women in the tourism industry. 

Hiring of TourISM WorCS Officers (2023)
There are thirteen (13) TourISM WoRCS officers hired in the following regions: CAR, R1, R2, R3, R4A, R4B, R5, R6, R8, R10, R11, R12 and R13. This helps to:

a. Address various gender concerns and prevent the commercial sexual exploitation of women and children in tourism, and
b. Ensure implementation and continuity of Gender and Development and Women and Child Safe Tourism programs.

Celebration of National Women's Month (March 2023)
During the Celebration of National Women’s Month, the DOT-GFPS conducted activities (i.e., Purple Wednesday Quiz Bee, distribution of NWMC Promotional Materials and T-shirts to DOT employees, and Film Showing on GAD Awareness) to enhance recognition and admiration for the significant contributions of women to development, with particular focus on the tourism sector.

Moreover, sixteen (16) distinguished women from each regional office were showcased in the Philippine Department of Tourism Official Newsletter Vol. 6, Issue No. 3, wherein their backgrounds and achievements were highlighted. Said content aims to inspire women to be leaders in their respective fields.

Finally, GAD Awareness Seminars were conducted, namely, (1) Anti-sexual Harassment, which was participated by 10 male and 23 female DOT employees, and (2) Basic Self-Defense, which was participated by 14 male and 18 female DOT employees.

CORDILLERA ADMINISTRATIVE REGION (CAR)

The Department of Tourism—Cordillera Administrative Region (DOT-CAR) proudly joined the nationwide call to end violence against women with the official launch of its 18-Day Campaign to End VAW, featuring the Orange Your Icon initiative.

In a bold show of solidarity, the DOT-CAR office lit up orange to symbolize hope and a brighter future free from violence. Partnerships with the City Center Hotel, the University of Baguio, and the Provincial Office of Benguet amplify this advocacy by displaying campaign materials on their LED walls on November 25 to December 12, demonstrating a shared commitment to fostering safe and inclusive spaces in tourism and supporting a VAW-free Philippines.

Art in the Park 2024 (November 2024)
The Department of Tourism-Cordillera Administrative Region (DOT-CAR), in collaboration with the City Government of Baguio, proudly presents the Art in the Park 2024, an integral event of the Ibagiw: Baguio Creative Festival. This celebration shines a spotlight on the city's rich cultural heritage, artistic talents, and its esteemed designation as a UNESCO Creative City.

DOT-CAR Regional Director Jovita Ganongan welcomed guests and shared how Art in the Park brings artists' studios to public spaces, fosters dynamic interactions between artists and the public, providing not just exhibitions but opportunities for collaboration, learning, and artistic exchange.

Messages of support and celebration were also delivered by esteemed guests, including Baguio City Mayor Benjamin B. Magalong, Congressman Marquez O. Go, and Councilor Lourdes Tabanda.

As part of this year’s activity, the DOT-CAR also observes the 18-Day Campaign to End Violence Against Women and Children (VAWC) by promoting a #VAWFreeTourism. This initiative emphasizes the role of creativity and tourism in fostering safe, inclusive, and empowering spaces for everyone, especially women and children.

The Art in the Park in Sunshine Park will run from November 29 - December 1, 2024 and will be part of the Creative Crawl covering the Naked City Exhibition at the Baguio Convention and Cultural Center, Mandeko Kito: Immersive Craft Fair in UP Baguio, a visit to the Baguio Museum, and the Art Garden and Gallery at the Department of Tourism-Cordillera Administrative Region Office.

National Women’s Month 2024 Celebration: GAD Lecture Presentation
The DOT-National Capital Region (DOT-NCR) celebrated the National Women’s Month in March 2024 through a GAD Presentation which discussed the R.A 8353, or the Anti-Rape Law of 1997, and R.A. 8505 or the Rape Victim Assistance and Protection Act. The discussion aimed to inform and increase the awareness of DOT-NCR employees on national mandates to protect and uphold women's rights.

The National Women’s Month Celebration aims to amplify the awareness of GAD to strengthen the foundation of employees towards a unified organizational direction of tasks and to provide equal opportunity for both male and female employees.

ORIENTATION AND SEMINAR ON GENDER AND SENSITIVITY AWARENESS, MAGNA CARTA OF WOMEN, ANTI-SEXUAL HARASSMENT ACT, ANTI-TRAFFICKING IN PERSONS ACT, AND SAFE SPACES ACT (MARCH 25-26, 204)
The Department of Tourism Region I conducted an Orientation and Seminar on Gender and Sensitivity Awareness, Magna Carta of Women, Anti-sexual Harassment Act, Anti-Trafficking in Persons Act, and Safe Spaces Act on March 25-26, 2024 at the Ciabel Hotel and Fitness Center, San Juan, La Union.

The activity aimed to orient and train employees and staff of DOT-accredited accommodation and tourism-related establishments in San Juan, La Union and DOT Region I employees as part of the initiative of the DOT for the Women’s Month Celebration for CY 2024.

The activity sought to eliminate discrimination against women by recognizing, respecting, protecting, fulfilling, and promoting the rights of Filipino women, especially those in the marginalized sectors as indicated in RA 9710 or the Magna Carta of Women.

The Department of Tourism (DOT), Region 2, successfully conducted an online Sexual Orientation, Gender Identity and Expression, and Sex Characteristics (SOGIESC), and gender-fair and non-heterosexist language on December 9, 2024 via ZOOM Conferencing.

The said program was facilitated by a bonafide gender advocate, Mr. Pent Elyria Dawn V. Tiongson, and participated solely by the DOT R2 personnel.

This activity is part of the 18-day Campaign to End Violence Against Women, which aims to level off the knowledge of the DOT personnel on SOGIESC and gender-fair and non-heterosexist language, which they may use and apply in their daily duties and functions. It also encourages participants to use inclusive terms in actual or written communication to ensure all genders are respected.

Through this activity, the DOT personnel are now capacitated to contribute to a more inclusive and respectful workplace, as well as to promote safe space and a welcoming environment for the colleagues and visitors.

The Department of Tourism (DOT), Region 2 successfully conducted the launching of the 18-day Campaign to End Violence Against Women on November 25, 2024 at the DOT Regional Office 2, Carig Sur, Tuguegarao City, Cagayan.

A key highlight of the program is the Orange Your Icon where the DOT personnel lighted up the office façade in orange, representing hope and future free from violence against women and children.

Additionally, a brief orientation on Republic Act 9262 also known as “Anti-Violence Against Women and Their Children Act of 2004” was participated by the DOT personnel and student interns. The orientation was facilitated by the Tuguegarao City Legal Officer, Atty. Roderick Iquin. Important insights about the provisions of the law and its significance in combating violence against women and children were emphasized during the activity.

The Department of Tourism Region II successfully conducted the online orientation on the Expanded Anti-Trafficking in Persons Act of 2022 on July 21, 2023, via Zoom Conferencing. This webinar is in consonant with the National Anti-Trafficking in Persons Awareness Month and World Day against Trafficking in Persons 2023 with the theme, "Reach every victim of trafficking, leave no one behind."

DOT R2 Chief Tourism Operations Officer Mr. Thomas Santos graced the opening program. He noted that the webinar is timely and relevant as it conveys the goals of the TourISM WoRCS Program. Additionally, he expressed his hopes and encouragement to the participants to open their minds and become jungles for this cause.

A total of 54 tourism stakeholders participated in the webinar, which was facilitated by Atty. Shangrila C. Quezon, Tourism Infrastructure and Enterprise Zone Authority (TIEZA) Legal Services Division Manager.

National Women’s Month 2024 Celebration
𝗜𝗡 𝗣𝗛𝗢𝗧𝗢𝗦: In celebration of National Women's Month 2024 with the theme "Lipunang Patas sa Bagong Pilipinas: Kakayahan ng Kababaihan, Patutunayan!", the Department of Tourism - Region III hosted a celebratory event last March 22, 2024. The occasion was marked by a day dedicated for relaxation and rejuvenation for employees, featuring a range of pampering services such as massage, facial, haircut, and manicure or pedicure. This thoughtful initiative not only served to recognize the hard work and dedication of the female workforce but also highlighted the significance of self-care and empowerment. It reflected the steadfast commitment of the office to promoting gender equality and fostering the well-being of its employees.

Pre-launching of the Los Baños GAD-Centered EduTourism Circuit (December 6, 2024)
The Department of Tourism Region IV-A, in partnership with the Municipality of Los Baños, successfully conducted the pre-launching of the Los Baños GAD-Centered EduTourism Circuit on December 6, 2024. This innovative initiative combines education and tourism to highlight Los Baños as a hub for sustainable and inclusive tourism, while promoting Gender and Development (GAD) principles.

The EduTourism Circuit features activities and destinations that showcase the municipality's rich cultural heritage, environmental resources, and community-led initiatives, all while advocating for gender equality and inclusivity. As part of this event, the "Orange Your Icon" campaign was integrated to align with the 18-Day Campaign to End Violence Against Women (VAW). This campaign aims to raise awareness about ending violence against women and children, symbolized by the color orange, and was a key highlight of the circuit’s launch.

The collaboration between the Department of Tourism and the Municipality of Los Baños demonstrates a shared commitment to advancing sustainable tourism while fostering awareness about pressing social issues such as gender equality and inclusivity. The pre-launch serves as an important step toward establishing Los Baños as a model destination where tourism, education, and advocacy converge to create meaningful and impactful experiences.

Orange Your Icon Lighting Ceremony (November 2024)
The Department of Tourism (DOT) MIMAROPA Region in partnership with the Local Government Unit of San Vicente, Palawan, conducted the Orange Your Icon Lighting Ceremony to support the 18-day campaign to End Violence Against Women at Karaenan sa Baybay, San Vicente Palawan from November 25 to December 12, 2024.

The activity aims to strengthen the anti-VAW advocacy by enjoining new audiences to join the cause to end VAW. The idea is to attract the public’s curiosity on why major landmarks or icons nationwide are colored orange, thereby providing opportunities for advocates to explain the Anti-VAW advocacy.

All Women's Climb in Buhawi Hills, March 22-23, 2024

Strength and resilience were showcased despite the summer heat waves as these amazing women conquered the trails of Buhawi Hills during the All Women's Climb held on March 22-23, 2024, a part of the 𝐖𝐨𝐦𝐞𝐧'𝐬 𝐄𝐦𝐩𝐨𝐰𝐞𝐫𝐦𝐞𝐧𝐭 𝐌𝐨𝐧𝐭𝐡 𝐂𝐞𝐥𝐞𝐛𝐫𝐚𝐭𝐢𝐨𝐧.

The event was spearheaded by the Citizen of Albay Mountain Protector and Organization of Nature Enthusiast (CAMP ONE) and was participated by representatives from the Department of Tourism Region V Office, the Albay Provincial Tourism, Culture, and Arts Office (Albay PTCAO), the Municipality of Pioduran, MTCAO Pioduran, MDRRMO Pioduran, Kabalikat Pioduran, Campers Researchers Earth Saver and Trekkers (CREST) from Camarines Sur Mountaineering Club, Lead of Responsible Climbers (LRC), Pioduran Mountaineering Group, Mountaineering Federation of the Philippines Inc., and Alimatok Mountaineering.

The 2-day celebration also included a Mangrove Planting session at the Basquinas Eco Farm and Resort, where the participants actively contributed to environmental conservation, and the All Women's Cook Fest, where they showcased their culinary skills and celebrated togetherness in the great outdoors.

This was indeed worth "the climb"!

REGION 7

Gender and Development Orientation for DOT VII Staff and Stakeholders
The Department of Tourism Central Visayas Regional Office held a Basic Orientation on Gender and Development on March 24, 2024, at Catmon, Cebu. The orientation was attended by the DOT VII Staff and some of the region’s stakeholders. The activity aimed to promote gender equality, raise awareness about gender issues, foster inclusivity, and cultivate a culture of empathy, respect, and social responsibility within the DOT regional office and the community. As part of the activity, the participants did a coastal clean-up around the venue.

#SELFCARE DAY
In line with the month-long celebration of National Women’s Month 2024, DOT - Region VII initiated the Self-Care Day for all the women and men of the office as well as the region’s tourism stakeholders.

The trainees from the Technical Education and Skills Development Authority (TESDA) in the Massage and Beauty Care course, with its partner establishments, were assigned to provide and perform wellness massage, manicure, and pedicure services to all DOT VII employees and stakeholders.

This activity helped the trainees to demonstrate the skills and knowledge they acquired as it greatly boosted their self-confidence.

This activity provided equal gains to both parties. This is only the beginning of a fruitful partnership and, at the same time, achieved the objective of celebrating Women’s Month.

"Kababainhan Para sa Kalambuan Year 3" unfolded on the Ground Floor of Rotonda, Limketkai Mall on March 8, 2024, showcasing an inspiring blend of talks, cultural presentations, and women's representation. This year's event took the audience on a journey through empowering stories and cultural richness, celebrating the achievements of women who have excelled in their respective fields.

The event featured distinguished guest speakers, each contributing unique perspectives on empowerment and success. One notable speaker was the owner of Alohma's Place and Nature Park, Ms. Grace Mahistrado. Ms. Mahistrado passionately spoke about the driving force of passion and its role as a catalyst for success. Her message resonated with the audience, highlighting the importance of perseverance, faith, and hope in the face of challenges.

Meanwhile, Dir. Marie Elaine S. Unchuan, DOT Region X Director, shared insights into the crucial role of women in the tourism industry, emphasizing their significant contribution to the vibrancy of tourism. She also shed light on how the Department of Tourism Region X empowers women in the tourism industry.

Adding a vibrant touch to the event, the Bukidnon State University Kalasanon Dance Troupe took center stage with a cultural presentation. Their performance not only showcased the richness of our cultural heritage but also opened the eyes of the audience to the diversity and beauty of the region.

Additionally, the event marked the launch of the "Kuyog Ta" Campaign. This campaign seeks to transform the tourism industry into a more inclusive, equitable, and sustainable sector, benefiting both visitors and host communities. The campaign aims to achieve this by embracing diversity, empowering local stakeholders, fostering social cohesion, and promoting responsible practices, ultimately creating a tourism landscape that is genuinely accessible and welcoming to all.

The forum includes raising awareness, enhancing collaboration between government agencies, non-governmental organizations, money remittance centers, travel agencies, transport association partners, and international partners, and promoting a holistic approach to prevention, prosecution, and victim protection.

Sarangani Tourism and Investment Promotion Center (STIPC), in partnership with DOT Region XII and Glan Tourism Office, conducted the first run of GRDP-IMGLAD on March 26-27, 2024, in King James Hotel, Poblacion Glan, Sarangani. This project aimed to capacitate and advance participants about their knowledge of tourism, customer service, and enhance participants’ effectiveness in dealing with guests, and equip participants to promote gender-inclusive practices in the tourism industry.

One of the components of this project is the “Gender Inclusive Development and Advancement,” which will provide a series of training on Tourism Awareness, Gender Sensitivity, PWD Sensitivity for Social Inclusion in Tourism, and the Filipino Brand of Service Excellence (FBSE) for two days in each Municipality of Sarangani.

The training was attended by Barangay Councilors from the Committee on Tourism, TOEs, TREs, representatives from the Creative Industries, and selected government employees.

National Women’s Month 2024 Celebration: Soccsksargen Tourism Forum on Gender and Development in Veranza Activity Center, General Santos City, March 19, 2024
The 𝗦𝗢𝗖𝗖𝗦𝗞𝗦𝗔𝗥𝗚𝗘𝗡 𝗧𝗢𝗨𝗥𝗜𝗦𝗠 𝗙𝗢𝗥𝗨𝗠 𝗢𝗡 𝗚𝗘𝗡𝗗𝗘𝗥 𝗔𝗡𝗗 𝗗𝗘𝗩𝗘𝗟𝗢𝗣𝗠𝗘𝗡𝗧 held on March 19, 2024, at Veranza General Santos City was aimed to discuss gender equality, disability and social inclusion and presentation of gender-based issues in tourism having over 150 participants from various tourism establishments, LGU, and academe all over the region.

The DOT XII continues to uphold its commitment to its advocacy by creating avenues to empower women to take action, speak up, and share their perspectives on gender-based issues in the tourism industry.

National Women’s Month 2024 Celebration: Women’s Summit and Zumba Activity
As part of the 2024 National Women's Month activities, the Department of Tourism (DOT) Caraga Region, led by Regional Director Ivonnie B. Dumadag, wore purple and had a Zumba session on Friday afternoon of March 15, 2024.

The DOT Siargao Satellite Office also joined the regional office in conducting the said activity to support the celebration of National Women’s Month.

Wearing a purple shirt and participating in a Zumba session is a campaign conducted every Friday in March to empower women, promote health and wellness, and urge everyone to be active and physically fit.

Outreach program for the IP Community specifically for the women organization in Lake Panlabuhan Agusan Marsh Wildlife Sanctuary in Loreto, Agusan del Sur
𝗜𝗡 𝗣𝗛𝗢𝗧𝗢𝗦: The Department of Tourism (DOT) Caraga, led by Regional Director Ivonnie B. Dumadag, reached out to the farthest community at Lake Panlabuhan, Agusan Marsh in Agusan del Sur for the two-day community outreach program in relation to Women’s Month giving Juana Kits for the women and toys for the children while immersing to their lives in the Panlabuhan Village.

DOT Caraga personnel were welcomed by the IP community leader Datu Remy Reyes and the women's organization in the community. The community accompanied the representatives from the DOT regional office, in which they experienced the rich culture complimented by the magical view of Agusan Marsh, while engaging in activities such as bird watching and boat riding.

The activity was coordinated with the Provincial Tourism Office of Agusan del Sur, headed by Provincial Tourism Officer Dannah Buquir, and facilitated by the Protected Area Management Office (PAMO) in Agusan del Sur.

Meanwhile, the Agusan Marsh Wildlife Sanctuary is included in the final listing as part of the United Nations Educational, Scientific and Cultural Organization (UNESCO) sites for its ecologically significant wetlands and unique attributes.

RGADC Caraga Women’s Summit
IN PHOTOS: The Department of Tourism (DOT) Caraga Region is one with the nation in celebrating 2023 National Women's Month.

The DOT Caraga Region joined the RDC-RGADC Kick-Off Activity at Caraga State University. The 2023 celebration emphasized the advancement of women's rights as it launched a recurring theme from 2023 to 2028: "WE for gender equality and an inclusive society" and the need for compassionate and harmonized networks towards gender equality and women’s empowerment (GEWE).

The recurring theme also aligns with the Philippine Development Plan 2023-2028, which highlights that growth must be inclusive, building an environment that provides equal opportunities to all Filipinos and equipping them with skills to participate fully in an innovative and globally competitive economy.

A series of activities will also be organized in March to further promote and highlight the contribution of women in society.

TourISM WoRCS Training: Gender Sensitive and Media Campaign in Tandag, Agusan del Sur, March 2023
As part of the month-long activities for the 2023 Women's Month celebration, the Department of Tourism (DOT) Caraga conducted a webinar on March 14, 2023, on the use of Gender Sensitive Social Media Campaign with a resource speaker from the Philippine Information Agency (PIA) Caraga.

Jennifer Gaitano, Information Officer III/Information Center Manager of PIA Agusan del Sur, shared the different and distinct social media platforms of the Agency and how these platforms are utilized in the information dissemination and communication strategies of PIA with other government agencies and partner stakeholders in the region.

She further emphasized the use of gender-fair language. "The Agency recognizes that the requirement and use of gender-fair language is an essential aspect of gender mainstreaming and one vital means by which to fulfill the Agency's institutional duty to uphold human dignity and help eradicate discrimination on the basis of sexual orientation, gender identity, or gender expression," she relayed.
